Never buy a basci license though as you have to release the big fish (trophy size or larger) and you can't fish at night. But I have never really had an issue with cool downs being unreasonably long. So you can time forward every hour until 5 am at which point cool downs start to apply again. If you get to 9 pm, there is no cool down in the overnight hours. So not terribly costly since you earn bait coin for many different things like missions. If you then want to time travel to 5 pm, you have to wait out the cool down window. It will have a cool down of say 30 minutes (real time).
An example, you want to from 11 am to 2 pm. Fast forwarding CAN cost bait coin, but not all the time.
